The site is set up on a server with other websites built with similar features and plugins and the same version of Umbraco (7.15.5). When attempting to view JPGs directly they give a scrambled mess of characters. When we attempted to put password protection on the root through IIS the JPG images returned 404 not found. PNG, SVG, and PDF are all able to be viewed.
I have compared the disallowedUploadFiles setting and FileSystemProvider.config with a working site and they seem to be the same.
