I think, if you have multiple browser tabs open that are logged into different environments of your Umbraco Cloud site, then the 'Environment Colour' is used to help you distinguish between them.
If was a feature to change the color in the project card "avatar" in the Umbraco Cloud portal. By default it is empty and set a random color.
It seems this doesn't work on new projects on v9 and the Umbraco Cloud support team told me the feature has been removed, so I am not sure if it still works on v7 and v8 projects or if it just doesn't have any effect.

The origins of the setting are in this old package by Lee Kelleher https://our.umbraco.com/packages/backoffice-extensions/cms-environment-indicator/
So see if you can find the colour differences in your environments, favicon, backoffice stripe etc
