There's a lack in the sort orders in document types, not taking the entered value, but the database sort order instead.
The issue is, that when inheriting document types, it's not always in that order. Maybe you'll position a tab last in the sort order, on an inherited datatype.
Yeah, usync uses the underling functions used by umbraco packages, sort order on tabs is a bit of a longstanding issue. http://issues.umbraco.org/issue/U4-1042 - but i suspect the package methings are changing soon in 6.x branch so it might be resolved.
