First time packaging up, so some tidying up has gone on today.

0.2: Package Tidy

BUG FIXES:
* Fixed issue in uLocGov.Menu.MegaMenu that caused error when menuCount not set
* Set default template for Section Homepages
* Added package action to publish site on installation
* tidied some of the language around name umbraco.localgov 
* included Image for Venue Pages

2.0 beta : Bootstrap 2.1.1

CHANGES:
* Updated it all to bootstrap 2.1.1
* Made the templates a bit simpler
* put the source on gitHub properly
