Marc from uSkinned here. We support RTL with Umbraco 13. Umbraco 14 is not ready yet for production sites and is not the recommended version to use as you can see here:
We would recommend using Umbraco 13 for new production sites at the moment. We will have a direct upgrade path to Umbraco 14 when we believe it is ready.
