Sorry, if this question has been ask before, but where can I post feature requests or improvement proposals for Umbraco CMS?

Hey :-) You should head over to the Github repository and create an issue ( https://github.com/umbraco/Umbraco-CMS/issues ), those are used for discussing feature requests and such, as well as reporting bugs.
