In my personal opinion, it depends which database provider you want to use... I've had various show-stoppers using the new SQL CE4 (embedded database) ... but if you're using SQL Server (Express) or MySQL, you'll be fine.

I don't think so. I use umbraco 4.6 beta to create a new site, no starter kit installed, then I create a new doctype with template, then I create a content node, I found I can't publish the node. Only I do is install new umbraco 4.6 beta, nothing else installed with it.
I can't process this bug again. But I think Umbraco 4.6 beta is not so stable for project.

We consider Umbraco 4.6 Beta stable and recommend it for use on new deployments. If you plan to upgrade an existing site we recommend testing the upgrade in a safe environment first as we have not fully identified potential upgrade issues. I started developing my new website with Umbraco Juno. But I had to migrate everything to Umbraco 5.4.2 because I couldn't delete some document types that I created.
After manually deleting the document types in my sql server database things got worse. It ended with 'yellow screens of death' all over the place :)
I also want to refer to the note on codeplex:
"This is a beta release and is considered stable but, as with all beta
releases, we recommend you do not deploy to mission-critical production
environments."
Spare yourself a migraine, develop your project in Umbraco 5.4.2

Other, Umbraco 4.6 beta can't delete doctype.

As a core developer I wouldn't use it on a new project. I don't work for HQ ;)
