Have you been altering some files in Umbraco or set the UI language to be norwegian? If so could it perhaps be that the norwegian translation has not been 100% completed?
We figured it out ourselves. The cultureinfo in iis HAS to be set to en-GB. If not, the languagefiles does not work. This is strange, and i consider it a bug.

No, these are just out-of-the-box installation..

Hmm, that seems odd...
Does the network service and the iusr have the correct permissions on the root folder containing Umbraco? How did you do the installation?
And is the app pool running integrated mode with the network service as identity?
Hope some of these pointers can help you get going.

I think you should actually be capable of adding some UI parameter to the web.config...Have a look here: http://msdn.microsoft.com/en-us/library/bz9tc508.aspx
