Where can i create general umbraco tickets?

Sometimes I did not get any answer for my question in this forum but I think there are some umbraco problems. So i want to know how i can get help from the core team.

I can create Courier tickets and Contour tickets but not a general ticket.

I have sent an email via contact form and get a answer that only confidence user get support. i am a confidence user but where can i create tickets about the general umbraco core?
