We're working on a section on umbraco.com to provide guidance of whether you should choose v4 or v5 mostly in line with the points of view from Lee above.
Rule of thumb atm - if in doubt, you should go with v4. More details to follow.
Having recently spent two days with v5 doing Level 1 training, I have no hesitation in saying stick with v4. Right now, v5 (specifically, we were using 5.1RC) is just not ready for production use; I'd love to say it is, but to build the average site, that you need to work, then v5 just isn't there (yet) - both because of bugs and missing features.
On the Dutch Umbraco Festival 2012 last week, Niels Hartvig said in his keynote speech that there would come a page with criteria when to choose Umbraco V5 or when to choose Umbraco V4
Dilemma: 4 or 5?
1) Dilemma:go to 4 or 5 for a new prj with membership,group,crud ops to ext db,html5 and may be blog?
2) Are there tags,comments and UComponents for v5?

I face this dilemma too! For me, questions to ask yourself are:
* What are your timescales? When is your deadline? ... if it's tight, then go v4 - it is a stable solution!
* Do you rely on 3rd-party packages? (e.g. uComponents) ... then go v4. (There is no uComponents for v5)
* If you have the luxury of time and learning a new technology ... then go v5! (More exciting than v4, but prepare for some rough edges)

I think that I'll go with v4 for this project, because the prj is very large and upgrade in the future to v5.
I'll use v5 for other two small site , so I have more time to study it.
