I just made a vanilla install of v4.8 and can see the recycle bin just fine in both the content and media section using Chrome 21. What version of Chrome are you using?
I just installed another Umbraco instance on Azure Websites... Same problem...

It seems to be a problem of my current Chrome installation. I just created a VM with Chrome, and checked my site, and everything was OK. This is pretty odd! But we can close/delete this thread.
EDIT 2 (SOLUTION):
It was the "Do Not Track Plus" Extension - Just disable it for your Domain
The "Recycle Bin" icon is not displayed on Google Chrome
When I use Chrome to administrate my Umbraco 4.8 instance, there is no icon for the Recycle Bin. With Firefox it looks correct.
I tried to fix it with the Chrome integrated developer tools, but I didn't manage to, because I suck at CSS...
