I chaeck SQLCE database manualy and current login in user assigned to developer role.
Umbraco version 6.0.2 - may be you have idea how return developer tab? Sorry for my English and hope for help.

Did you evr get this resolved? if not you need to check the trees config to make sure it has content. i suspect since this is an old post , you may have upgraded and fixed the issue
