I presume that you mean to publish Umbraco in a Virtual Directory of a website. Although you can do this by creating a Virtual Directory in IIS 7 - by pointing it to your Umbraco website, and converting to an application (IIS > right click on virtual directory > Convert to Application) - it is generally not good practice as many of the resources in the Umbraco CMS depend on the domain to locate their resources and this can cause Umbraco to break.
