If you have access to the Users section you should (or the agency) check that for your user the different sections are checked. As default in Umbraco there are Content, Media, Settings, Developer, Users and Members. But if you just need to edit and update the website content, they could just create a editor user for you, where you have access to content and media (perhaps also members and users if needed). Settings and Developers sections you probably don't need generally to access, but where they just write down the login for the default admin account too.
Just to be sure, the agency hasn't just created an user for you with admin role, but only checked those four sections? because then when you login the backoffice, you will only see the sections you are allowed to see and if you create a user from your user you can't give it more rights than your user account have.

I have a new agency working on my site -- my user status is admin but I cannot see the developer tools -- how do I change that?

Thank you -- everything is checked from what I can tell – but it does not show a developer selection or icon.
