Seems like you're missing some files - Is this a local installation or a live installation? If it's working fine locally but are giving issue on the live installation then you should try copying over the /umbraco and /umbraco_client folders and see if that helps. The files for the TinyMce editor is in one of those folders...can't remember, which since it's different between Umbraco 4 and 7 and it's been while since I've had a play with Umbraco 4 :)
