Please check your permission settings according to http://our.umbraco.org/documentation/Installation/permissions - If you don't want to give permissions to the IIS_IUSRS group then make sure to set them for both network service and iusr as they're the ones that need them - by giving permissions to the group some other users/services will get the same settings, which can perhaps be less secure.
If this does not help - then try going to the /app_data/logs folder and see if any entries marked with "ERROR" reveals some useful information.
Members section not working
Hi All,
I am using UMBRACO V 6.1.5 and in that version when I try to open Member section it is not working. It gives some Javascript error and not loading it.
I have attached the screenshot for this.
Please do help me.

We checked and found that we provided custom membership provider instead of UMBRACO Membership provider. Due to that the issue was coming.
