is there any tutorial or umbraco.tv that related to create the dashboard.. i know is just user control but i want to know the rules and best practices for it :)
It's been split up in sections so there is a dashboard for each section within Umbraco. And each section can have multiple tabs so it's possible to create different user controls within the same section.
I guess it's easier to have a look at the dashboard - It explains a lot I think :-)

I don't think that there are any specific rules to make a dashboard..maybe you can get some inspiration from this post: http://www.nibble.be/?p=27
But please note it is from 2008 and the dashboard options have changed a bit since then.
