XMLRPC for non blog 4.7

Hi

I'm trying to get Ping XMLRPC working for a non umbracoblog site in version 4.7. I've followed the instructions here

but when I check in my sql db log table I'm not getting anything saying that a ping has been sent. Any clues to how I can troubleshoot this?
