Is it possible, yes! I believe that Umbraco is flexible enough (as an application framework) to do just about anything.
However, it would require a LOT of bespoke development ... it's not something that could be done out of the box.
When you say "like YouTube", do you mean to use videos from YouTube, or to have users upload their own videos?
If so, there are many things to consider... video formats, transcoding video formats, streaming services, bandwidth considerations, security and scalability, etc.
Umbraco could handle all the content pages and templates ... but the video upload functionality is a whole different ball-game!
Just looking for a better cms system to reduce my basic development job.
In my case, I don't need application to convert video, all videos will be in correct format already, all I need just upload videos into different categories, and video descriptions, user comments, rating system etc.
Do you think that will be much easier to use Umbraco then develop a brand new system by myself?
I am really new in Umbraco, Have no idea how powerful it is.
It's probably worth looking at those to save yourself time and effort, (and ultimately money). But if you think of a way to integrate it back into Umbraco... the community would love you! ;-)

why reinvent what already exists? there are plenty of open source (though mostly php) youtube clones available, an example: http://www.phpmotion.com/
if your a .net developer definetly work with Umbraco. All of what you mentioned would be capable with Umbraco.
I was considered about phpmotion, but I am a .net developer, not good at php, so...
I think I will try to use Umbraco, so far it looks so good.
