This really is just a matter of preference and how comfortable you are with either C# or XSLT. There is hardly any performance difference, but if you look closely Razor is slightly (milliseconds) slower than XSLT.
Like Sebastiaan says, it's a close call - best advice is to just try it. Navigation is very easy in Umbraco; Whether you choose Razor or XSLT, there are built-in templates to get you started. Just try to build the same navigation with both, and see which one you're more comfortable modifying.
