I think te problem is that the Views are under Views/Partials. It doesn;t seem right that you can't edit these once a site is deployed as most of my logic is in the partials.
My mistake, it looks like in v6 the Partial Views tree is there in Settings and allows you to edit regular Partials. I think it was added to v6 but not v4 for some reason.
If you're curious you might try bumping this issue to see if there's a reason it wasn't included in v4 or if maybe it was just missed: http://issues.umbraco.org/issue/U4-1303
Partial Views in Umbraco 4.11.6
I have an Umbraco install on a live server and see the following:

Notice that there is no partial views available, I am pretty sure I have missed a config setting somewhere, can anyone help please?

Was this an upgrade? If so make sure you merged /config/trees.config - there's an entry in there for the Partial Views tree

Ah sorry, read that a bit too quick. The Partial Views tree is under Developer, not Settings. Do you have it there?
Note that this reads from /Views/MacroPartials and not /Views/Partials - I don't think there's any tree for that.
