My limitied experience with Umbraco support when I was working for another Umbraco gold partner has only been good. Responses were very fast so I have no complaints in that matter - And since then HQ has grown and now have more people dealing with support enquiries - However support is something you'll need to pay for - You can read more about support here http://umbraco.com/products-and-support
Since the Umbraco's core product is free you'll need to pay for support / make a support agreement with HQ - However you can get all the free support you need by asking questions in this lovely forum - I don't know if direct questions about how to extend Umbraco using a custom module is part of the agreement though...it probably depends. But it's not like they're going to hold your hand while you get your feet wet exploring and learning Umbraco - It's more like when you encounter something weird in the CMS that might be due to a bug in Umbraco or a bad pattern in your code that might mess up things that they're helping you out. If it's questions about how to achieve a certain thing using the API's or structuring your templates and such then I think using these forums and other available resources like blogposts etc. is a better option. Don't be afraid to use these open forums since there are many nice and highly skilled developers around who do their best to help each other out.
But there are quite a couple of blog posts done by the community about this for instance and there is API documentation here on Our as well and if you sign up for http://umbraco.tv I believe there is some video material about that as well - And there is a lot of coverage of all the basics and more advanced things that you need to know about in order to use Umbraco. So perhaps signing up for http://umbraco.tv for a period of time will be helpful.
It's probably also a good idea to attend a training course and become a certified developer - You can learn more about training here http://umbraco.com/products/training
But be aware that since the developing speed of Umbraco is at a high pace sometimes the documentation is slightly outdated because the releases are out before anyone has time to react and update the documentation - But then it's just a matter of asking on the forums or on Twitter using the #umbraco hashtag, which many community members are following.
