We would like to be able to have a list in the back office of members who are locked out of Umbraco access. Is there a way to list only locked-out members?

Maybe not the answer you are looking for but Bulkmanager can maybe help you with this. Just use the status criteria option and select locked
Then you can unlock delete whatever you need. See http://soetemansoftware.nl/bulkmanager
