It seems like this is actually also an issue on a clean installation of 7.12.0 - And I doubt that is has been fixed in the 7.12.1 since the issues fixed on that list does not mention anything about media.
Because it also appears that it's no longer possible to navigate back to the root of the media archive either if one is in a folder called "Design" but want to select another media from another folder in the media section then this does currently not seem to be possible either.
Why is a create new folder button missing after upgrading to 7.12.0
I recently upgraded to Umbraco 7.12.0, and cannot create a new folder from inside the content pages.
Is there any configuration which is missing ?
Any help would be highly appreciated.

So it might be a good idea to file an issue at https://github.com/umbraco/Umbraco-CMS/issues
