Best way to create backoffice extension for a website

I am working on a project for a customer where I want to extend the backoffice with a menu and pages (it a webshop). But as I can see there is a mix betweem Angular and Webforms in the current version of Umbraco.

But what is the best approach for doing this? I have 100% control on the Umbraco Tree but my problem is how to make the pages in the backoffice so they work best.

Right now I am working on a admin website in "Content" for him but its not the way I want to go.

    Any ideas?
