After a fresh installation of umbraco no context menus are available. They do appear, but are empty. none of the default actions appear
Local installation: -Windows 7 - IIS 7.5 -SQL server -umbraco nightly build of 30/6/2010
Reinstalled a couple of times: same issue Copied the files from a working station to my station: issue remains Created a custom section with custom actions: custom actions appear, defaults remain missing Restarted website/app pool: same issue
Not sure if I've seen the exact same problem that you have, but I have run into some intermittent difficulties with menus while using Firefox. For example, after logging in I could only see the outline of a window with "Welcome Administrator." Nothing else was visible on the page.
Changed over to Internet Explorer 8, and was able to login and do edits without any issues.

no idea what happened, reinstalled one more time, logged of went home, and the next day everything was back to normal
