Error 'system.web.extensions' cannot be read

I am trying to install on Windows server 2008 r2, IIS 7.5. I have followed the directions in the wiki for manual install (can't use WPI). When I access the installation URL so I can actually begin the installation I get the error:

HTTP Error 500.19 - Internal Server Error

The requested page cannot be accessed because the related configuration data for the page is invalid.

I guess you downloaded the .NET 4.0 version of umbraco while you're running .NET 3.5?

Hi My host (Winhost) supports .net 4.0 still the error is coming. Any pointers how to fix it.
