Has it been set to run integrated mode and using the .net 4 framework (dependent on the version of Umbraco you have installed) - And is the identity set to "network service"?
yes of course, it's always the obvious :) there wans't support for .net 4 so installed package for .net 3.5 and it's working now. But there seems to be a problem with installing becuase I just can't click the "next" button.
it seems there are no setting...only thing that is showing is Maximum CPU use. Is there anything I should have attention to..so I will contact my hosting provider.

Erhm...don't you have access to the web server? (IIS 7) where you can see the app pool?

I have access to Plesk control panel but if I go to IIS Application Pool there is nothing I can see, expect for CPU use.

I used the ASP.NET IIS Registration Tool to solve the problem
c:\Windows\Microsoft.NET\Framework\v4.0.30319>aspnet_regiis.exe -i (concern 64Bit)
