It'd be very handy if updates didn't include files in the config folder that were empty; for example, upgrading 4.5 to 4.6, the UrlRewriting.config and XsltExtensions.config files, to pick two at random are basically blank, so it seems a bit unecessary to include them and overwrite the installation specific ones!
