XML parsing error when installing Umbraco 4.7

During the starter kit step, I chose to install the business starter kit, which resulted in a page that says:

XML Parsing Error: no element found
    Location: http://umbraco-dev.publictheater.org/install/default.aspx?installStep=skinning
    Line Number 1, Column 1:

After reloading I get a different error:

    Service Unavailable

The service is temporarily unavailable. Please try again later.

Moments later, I reloaded, and it took me to the skinning step.

I'm not yet sure what the consequences of this glitch will be.

    Hi Bryan

Could you tell a bit about if you're installing locally or an a shared hosting environment or something like that? And what have you given permissions and what is the app pool settings?

I was installing on a Rackspace shared hosting environment.  I have no control over the app pool settings, but I have been told to enable impersonation via web.config, and I set Unix-style permissions on the subdirectories for the "owner", which is being impersonated.  We've abandoned this arrangement, however, and are now attempting to install Umbraco on a dedicated server with full trust.
