I've been using Arvixe for over a year... they do use sqlexpress, but you can upgrade to a standalone server and use MSSQL Server.. it will cost you more obviously.
They have been pretty reliable and the support is great. You can have unlimited subdomains (some charge for each one) so I use them to setup client sites while developing.. works great for me.
Although I have invested interest, I hope people find this useful and not just a sales pitch.

i just installed umbraco sites in dollar2host.com. its a cheap one.
. its running now. but i need to test more. .. is there any cheap umbraco hosting that provide file permission set up without asking their IT support?
In dollar2host, i asked their IT support to set up file permision for umbraco directory.

Look for a host that runs Plesk, then you can set up file permissions yourself.
