I've only just installed Umbraco (latest version) today and it seemed to work fine. I have subsequently installed some updates to Windows Vista from Microsoft and I no longer get the admin login screen.
I access my site through WebMatrix on the http://localhost:32762 link provided.
Mine is pretty much a standard install using IIS 7 Express SQL Server 2008 Compact/Express.
