Lots of the most popular functionality from uComponents was incorporated into the core of Umbraco 4.8 (information in the 4.8 release notes), so there may be a chance that you don't actually need to install uComponents. If you do, I believe uComponents v5 is the version that is compatible with Umbraco 4.8, but do note that it's currently only in alpha.
No, uComponents isn't all in Umbraco 4.8, only parts of it. For example, the multi-node tree picker is now part of Umbraco 4.8 core and not part of uComponents. The documentation (in terms of what's changed etc) can all be found in the link I posted above. The full feature list it links to is here: http://our.umbraco.org/contribute/releases/480.
