Umbraco 4.8.1 installation failed due to Could not load type 'umbraco.presentation.urlRewriter.FormRewriterControlAdapter'.

I'm trying to publish my site after manual installation but keep hitting this error:

Server Error in '/' Application.

Configuration Error

Can anyone help me out of this blocking issue? I failed to find any useful info in this web site. It is frustrating to try to use a product without enough instructions.
