During install After I select my sql server which is SQL 2008 Exspress the installer completely skips step 3 and goes directly to step 4. I don't want to use SQserver CE. How do get this to install in the right dir

Must admit I can't remember how the process is when installing using the web PI.
However you should be able to make the install using webmatrix where it's possible to select the desired db during installation. If you want you can follow this guide http://our.umbraco.org/documentation/Installation/install-umbraco-with-microsoft-webmatrix

web platform install will not let me specify the web dir path
