I installed umbraco 4.11 and then installed Business Website Starter Pack. All the files are present and I can preview the sitebut I can't publish it or add new pages as I get the above message.
Hmm, sorry, not sure what it might be then. Just tested a clean 4.11.5 install with the Business Starter Kit and I don't seem to have any issues publishing. This is usually caused by a 3rd party package. Can you maybe look in your /bin/ and /App_Code/ folders and see if there's anything that's not in the default Umbraco install there?

Do you have any packages installed besides the starter kit? Normally this is caused by some package that does checks on publish.

No, this was a brand new, clean install.
I had installed umbraco 6 and then the CWS package but that broke.

Just checked, the Umbraco version is 6.02 and not 4.11!
Anyway, just ran it and it is now working!!!
