Yes, the MNTP is for selecting either content or media nodes - based on pre-defined rules/filters (and starting node). Whereas Multi-URL Picker is geared towards a flexible navigation, where items can be content, media, uploads or external URLs.
For content & media used with Url Picker, there isn't a way to define/restrict the starting node or filter the document-type/media-type alias.

And when to use one and not the other one?
Is it the main reason that MNTP picks existing nodes and URL Picker can pick external links?
