No install module in toolbar, then total crash

Ok i installed umbraco using WPI, and got it running from web matrix 3. Playing with it and following some tutorials, i noticed that when i edit the template of starter kit, i will not get "insert module" like http://our.umbraco.org/forum/getting-started/questions-about-runway-and-modules/33379-No-Insert-module-button-on-toolbar. I thought maybe starter kit doesn't have "module" (knowing i am all new, i don't know if module concept is similar or different than other CMS). So i tried installing another starter kit, same as in http://our.umbraco.org/forum/getting-started/installing-umbraco/38585-Installing-Creative-Website-Starter-(CWS)-on-V6-makes-back-office-unoperable and actually i got the same problem. Knowing that the post is like 7 months old, and i got the same problem.

What is going on, the problem wasn't solved since 7 months ?

You may want to look at this package by Warren Buckley:

    http://our.umbraco.org/projects/starter-kits/cws-start

It's a reboot of the CWS starter kit for Umbraco V6.
