Am new to Umbraco and wanted to install it locally for development before I do the real webhosting thing but am not sure which Version I should start with. Please advice me..
As Mark said above - always go for the newest and most stable release. Considering you want to install this locally, let me introduce you to Webmatrix!
You can download Webmatrix for free, and it'll allow you to set up a hosting envoirment suitable for Umbraco on your local machine. It also downloads the newest stable Umbraco for you - or any other CMS that you may want to try out.
Should you decide to "Publish" your project later on, you can easily publish to a "real" server. You'll find the tool here: http://www.microsoft.com/web/webmatrix/

Do you already work with ASP.net?
If you haven't then just go with the latest 6 version....I think it's 6.1.6.
