I'm pretty sure pop-up is enabled. And When I clicked on 'Restart Umbraco', a window popup with the same screen, and the page seemed to be loading or stucked on a loop.
The actual cause of the issue was that I was running the site on the Visual Studio development server. Umbraco 7 requires IIS or IIS Express to run correctly.
Upgraded from 6.12 to 7 via Nuget. The back office does not show up.
Just upgraded from umbraco 6.12 to 7 via Nuget.
The main site worked but when I tried to access back office, but this screen show up:
