I have seen that you have some troubles installing Umbraco by using the WebMatrix. I have just tried to install Umbraco by using the WebMatrix platform, maybe the link was down the last time you tried to install it.
If you canĀ“t get Umbraco install by using the WebMatrix, you could get Umbraco it by install it manually by yourself and after that you can edit the files in your favorite editor like e.g Visual studio or WebMatrix.
Ok i did that a while ago. If you go to the home page and then get to the article from there you can read it :). There are only three at the moment. Thanks Kevin eeeeep :P.

Back when I installed my first Umbraco installation on my local machine I follow this excellent guide. I know is written for an older Umbraco installation than e.g 6.1.6 but I think it still will work: http://www.franklinogsimonsen.dk/media/856/install_umbraco_4_on_windows_vista.pdf

I setup a new IIS site and create it that way.

You can use 7.0 but that nearly new and a new interface :).
