After a basic installation of Umbraco 4.0.2.1 on IIS7, all the labels on the login page have text like [welcome], [username] etc. I've had a look at the code and the language files and all the alias entries are there. Does anybody know why this is happening?
The login screen checks the language of the browser, and cannot resolve the Norwegian language. When you log in it looks to the language settings of the user (default admin language is english) and everything looks fine.

I think I found the solution. It's a bug with the Norwegian language file, see this post:
