Now, I want to test that Umbraco is happy with the permissions that were set, which requires using the built-in "permission check" functionality. They go hand-in-hand, the page your referenced and the one I referenced.

Please also remove the /Install folder if you haven't done so, it is no longer used and might conflict with the new upgrader if it's still there.
How do I perform a permissions check?
