Upgrade from 6.1.6 to 6.2.1 stuck at 5%

So I am trying to upgrade my local dev instance from 6.1.6 to 6.2.1. Problem I am having is it gets stuck at 5% (Connecting to DB) I know this is not a user permissions issue as the user name is the DB owner and the backup site works with the same creds. I have tried this from my visual studio instance and my local published instance running IIS 7.

    Any ideas?
