What rights should I give to the IIS service account for the root Umbraco folder please? Modify permission seems excessive but I cannot install any packages or make any changes to content if I grant only read/execute

Okay so your file and folder permissions are set like this: http://our.umbraco.org/wiki/reference/files-and-folders/system-files-and-folders, so the thing you need is to set up the right permissions for the IIS.
Then take a look at this guide, on the first chapter, http://www.franklinogsimonsen.dk/media/856/install_umbraco_4_on_windows_vista.pdf I know it says, Umbraco localhost 4 for vista, but the IIS settings are the same, except that Umbraco 7 need. NET 4.5 to run.You can see the system requirements for the different Umbraco versions here http://our.umbraco.org/documentation/installation/system-requirements
And try to see the chapter about set file permissions too.
