I just finished installing Umbraco 7.1.6
with Microsoft WebMatrix 3. Previous steps done correctly and then when I launch it for the first time, I get redirected to http://localhost:46803/install/default.aspx which then returns the error message "The resource cannot be found"
windows 8.1 pro x46, iis6, fresh install (download might be a better description), still haven't seen the default page.
Did you just install Webmatrix and then Umbraco afterwards? If so I think there is a weird issue with that. So therefore you might need to try and install Umbraco using Webmatrix again and see if it works the second time.
From the url in your screendump it seems like Umbraco is looking at a wrong path if I remember correctly. What happens if you just write http://localhost:46803 ?
