Installation overview

To ensure the smoothest installation process, we'll check that a few pieces
of software are installed on your local computer before installing umbraco.
The UltiDev Cassini web server utilizes the Windows Installer 3.1. Windows
Installer is most likely already on your machine but may be an older version.
Check to see if Windows Installer 3.1 (or higher) is installed
Open the Windows Explorer
and look in the C:\Windows\System32 folder.
If the MDI.DLL file is
present, right-click on it and select the Properties
menu.
Check the version
of the MSI.DLL file. It should be version 3.1 or higher.
Install Windows Installer 3.1 if not already installed
We prefer to use the free Cassini web server rather than IIS for evaluations
and development on local workstations because it is quickly installed, does not
interfere with other web servers that might already be installed, and allows
multiple websites to run simultaneously, even on Windows XP Home.

You should follow the Umbraco 4 install guide NOT umbraco 3.

Hi Ahmed, I feel like I've seen this error and I resolved it by checking that the IIS website has it's ASP.NET v2 rather than v1.
