I had the same problem using Plesk preview URLs, I'm not sure if it was the dollar characer or the fact that it's not a physical URL. Basically I dug around about 4-5 months ago and could find no other solution than to install on a live test URL- it immediately started working with a live URL.
Cannot login to admin
Hi,
Now I have deployed the application, I can see it from http://91.102.64.131/$sitepreview/stokeropticians.com/
The domain is not pointed to just as yet, but I need to login to admin.
I can see the admin login screen but cannot login, username and password are correct, double checked from DB.
Any idea?

Wild wild guess, could the $ in the URL be causing any issues?
Dont know, I am trying to have the DNS propogated so I check if it is still happening after correct url.

How about creating the URL in your hosts file, you don't have to wait for the DNS to propogate then.
