I have been using Umbraco 4 for some time and thought I would take a look at the latest version, I downloaded the source files and have uploaded it to plesk When visiting the url in question I just see a blank install screen
Does anyone have any ideas how to move on from this? I have uploaded it on multiple occasions in case there were missing files etc but that didn't help.

Surely this isn't a fault with Umbraco? Its a great CMS don't eliminate half your client base?
What hoster is this (and what were the others you tried)? Clearly we're not in the business of preventing people from hosting Umbraco on shared hosting and I certainly am unable to find anything on google saying that it is "unsupported". There may be some well meaning forum posts and there may be some features that won't work on some hosting providers but Umbraco is a really straight forward ASP.NET application, we don't do much that's special, we just use ASP.NET. So yeah, if you're trying a PHP hoster, that would not work ;-)
Luckily this IS a hosting provider that supports ASP.NET otherwise the install screen would not load. So, open up your browser's debugging tools and look at the response the installer gets. You will see a javascript error and if you dig deeper into the network tab of your browser (below is a screenshot of Chrome getting a response that is actually valid, but you'd see something similar in red that indicates an error.
Of course it is certainly possible that we're doing something silly that doesn't work somewhere and if that's the case we'd love to know about it so that we can: 1) fix it 2) see if we can give you a workaround until we can fix it.
Ps. Hosting providers will mostly be super eager to sell you a VPS because that's less support and more money for them, so take what they tell you with a grain of salt.

But if only we got a dollar every time so incompetent hosting provider came up with a bad excuse, we would finally have found the way to fund the project ;)
You're looking for errors, but this all looks good, try reloading the page while the network panel is open and see if there's any red entries. You'll also see an error count on the right.
Yes, what Warren said, either the file /Umbraco/Views/install/user.html doesn't exist or maybe IIS is configured so that it doesn't load html files? Your provider should have logs and you could also check App_Data/Logs/UmbracoTracelog.txt to see if there's any errors there that will give a clue.
I use Umbraco 7.2.6 on a shared Plesk host, and experienced a similar issue to you. If I recall correctly, it was because the IIS worker process did not have the correct permissions to a number of the Umbraco folders.
To check this, open the file manager within Plesk, and click 'change permissions' on each folder (as per screenshot).
I think I had to set 'Application pool group' to 'Full Control' for most of the folders.

I have re-downloaded and FTP'd the files up and still have the same issue. The Trace log Is attached, It doesn't mean that much to me but at quick glance I cant see anything obvious.
I'm stuck for ideas now. The user.html does exist and can be seen if you navigate to that location.
Its so frustrating. I do however appreciate everybody's help .

Once all avenues have been exhausted, if we still cant make progress, would anyone be able to provide names of Shared hosting companies (preferably in the UK but not mandatory) that is know to support Umbraco?
For UK hosting provider, I would highly recommend you to check http://ukwindowshostasp.net. They specialize in .net and support full trust, your umbraco must be working fine on their server. You can find their recommendation on this site and other blog like:
I live in the UK, and have a UK based shared host. I've been using them for 3 years now, and had no issues whatsoever. The support is top notch, and I ended up buying a "for life" deal (was about 250 quid).
As I mentioned before, I am running Umbraco 7.2.6 on it, and the only nonsense I had to take care of was the folder permissions.

You're looking for errors, but this all looks good, try reloading the page while the network panel is open and see if there's any red entries. You'll also see an error count on the right.
Unfortunate no Error count is present and no red entries are visible.

As the views for the installer are not being pulled through my guess are that these are the files missing perhaps?!

Once all avenues have been exhausted, if we still cant make progress, would anyone be able to provide names of Shared hosting companies (preferably in the UK but not mandatory) that is know to support Umbraco?

I live in the UK, and have a UK based shared host. I've been using them for 3 years now, and had no issues whatsoever. The support is top notch, and I ended up buying a "for life" deal (was about 250 quid).
As I mentioned before, I am running Umbraco 7.2.6 on it, and the only nonsense I had to take care of was the folder permissions.
