I'm not sure where to enbale it I have never experienced it working properly all the time.
If the content I need to copy is from a word document I usually paste it into a .txt document using notepad and then copy it from there into the RTE. I do the same if the text is copied directly from a website (without the html source).
If it's copied directly from a website I think tidy should take care of removing the elements not allowed in the editor.
Are you sure it's not just a matter of settings in tinyMceConfig.config file? (I have not tried it in 4.6.1 yet - but maybe there is something changed in that file).

How can I make RTE remove whitespace in 4.6.1 automatically?
In Umbraco 4.5.2, after I paste some texts into RTE, start and end whitespaces will automatically be removed.
In Umbraco 4.6.1, this function is go away. Who can tell me how can I make this function back?

in 4.6.1 this is removed.
